Pepcu was formed by ICPA, (Intermountain Consumer Power Association), IPA (Intermountain Power Agency), Deseret Generation and Transmission Cooperative and UAMPS (Utah Associated Municipal Power Systems) employees to provide savings and loan services to individuals involved with production, transmission, distribution, sales, and purchasing of electrical power. Pepcu's field of membership includes: Employees and members, (including immediate family members) of Deseret Generation and Transmission Cooperative (including subsidiaries i.e.Blue Mountian Energy), Bridger Valley Electric Association, Dixie Escalante Rural Electric Association, Garkane Power Association, Flowel Electric Association, Moon Lake Electric Association, Mt. Wheeler Power, UAMPS, and UREA (Utah Rural Electric Association).
